Department of CDM Affairs and Human Resources
The Department of CDM Affairs and Human Resources in the Higher Education Sector under the Ministry of Education was established on the 8th of July, 2022 with the aims of helping solve the difficulties and problems that the staff and teachers in education, participating in the non-violent Civil Disobedience Movement who are facing in their social life in the revolutionary period, supporting the implementation of the plans of the Higher Education Sector with a strategic approach, and developing human resources with full capacity for the post-revolutionary period.
Objectives
- To create a constructive culture in the work environment for all the civil staff in the higher education sector, and to fulfill the social responsibilities to address the needs, demands, and challenges of the society with impartiality by following ethics and performing social environmental issues
- To balance the procedures, policies, and organizational regulations to achieve the vision of the higher education sector, and then to use an employee-centered approach by appointing decent employees with a high level of competence who also follow the rules and regulations of the respective workplace
- To achieve the goal of the Higher Education Sector by organizing the aims of respective departments of the Higher Education Sector and by developing a safe and constructive culture in the workplace with the connectedness of the departments
- To support the improvement of the organizational culture and professional experience by means of the effective management of potential challenges including the capacities, resources, support, and recognition that can be needed for individual service personnel to fulfill their own expectations
Procedures of CDM Affairs and Human Resources Department
With the aims of supporting CDM teachers and staff in Education sector who are participating in the front line of the revolution and providing their social welfare issues, CDMA and HR department has connected with respective departments in Higher Education sector and has been processing as follows:
- Distribution of support money from monthly Spring Lottery in rotation to CDM teachers and staff
- Providing of support money from CDM Success Committee to CDM teachers and staff who are in need urgently by taking responsibility for MOE Urgent Needs
- Giving Small and Medium-sized Enterprises (SME) loans, trainings, and finding jobs in connection with ‘Job Creation and Income Generation Committee’
- Sending the collected list of CDM staff in Urgent needs in higher education sector to the Ministry of Education, providing those who are in need, and making a list of people who have been supported
- Compiling data of CDM (Education) of respective university councils and sending CDM support money to university councils
- Donating the prize money of winning Spring Lottery to UICs to support the revolution
- Providing knowledge sharing talk and courses for human resource development
Trainings
CDMA & HR Department offers online training courses entitled as described below on Saturdays, Sundays, Mondays and Tuesdays weekly since August 2022 until now. By delivering these courses, knowledge and information can be shared to teachers, students and researchers who participated in CDM.

Donation
Teachers and staff who stand for justice from the Department of Higher Education, Ministry of Education, have not only lost their job opportunities, but some CDM teachers and staff also have to flee to safe places to avoid war as they joined the Civil Disobedience Movement.
